This study aimed to develop a proposed vision for preparing and training young leaders to anticipate the future by examining the reality of training and its repercussions on institutional performance, through a theoretical study that focused on the cognitive aspect of the conceptual framework of training, and the theoretical foundations of preparing young leaders to anticipate the future, as well as the theoretical foundations of the dimensions of The relationship between training and institutional performance, all from the perspective of contemporary administrative and educational thought, and a field study that contributed to revealing the reality of preparing and training young leaders to anticipate the future in police institutes and schools in the Emirates and its reflection on institutional performance, where the questionnaire form was distributed to a purposive sample of administrative bodies that work in Police institutes and schools in the UAE are designated for those affiliated with the Future Foresight Program, and the number of questionnaires that were subjected to statistical processing reached (122) questionnaires. The study reached a number of results, the most important of which are:1- Preparing and training young leaders to anticipate the future through successful, full-fledged training processes will have a positive impact on institutional performance.2-Training is an ideal means of improving the human cadre, and then creating successful young national leaders who can keep pace with development and anticipate the future, which will have an effective role in raising productivity, achieving customer satisfaction, and improving institutional performance.3-Preparing young people for leadership is important to improve the performance of their institutions. They are the leaders of the future and those responsible for making community decisions.4-Accurate identification of training needs is a necessity, as it represents the starting point in choosing appropriate training programs. Accordingly, any deficiency or defect in identifying training needs in a scientifically correct and objective manner will have a negative impact on institutional performance.5-The Future Foresight Center plays an important role in qualifying young leaders in the Dubai Police General Headquarters. This achieved a qualitative transition from future events to participating in making and shaping these events, and achieving the highest levels of institutional performance, which in turn is reflected in a high level of community satisfaction.
