Abstract

In an era characterized by great development in information and communication technology, the tremendous development of Internet speeds, the ease of dealing with tracking systems for people or cars, as well as the development of means and tools for the simultaneous transmission of voice and images, in addition to the current development in mobile technology systems and tools that have become an integral part of our lives Daily.
As the Egyptian government continues to encourage the application of modern technologies in governmental bodies and interests to develop them and improve their efficiency - the concept of e-government and automation of business. Therefore, we cannot ignore what we are now living with these advanced technologies, and it is unacceptable to continue implementing inspection and control systems for food and feed in the same traditional way it has been built for decades without technological development so far.
Since the health and safety of the human being is one of the highest goals sought by the whole world, and since the food that is consumed daily affects directly the health and safety, and the belief that the safety of food - (from animal sources such as Lanshon subject of this research) The application of the new technologies referred to in order to establish an advanced system of inspection and control of food and feed to ensure its safety and quality is a strategic objective. This practical research was carried out through the following research points:
1 Study some biological and chemical safety parameters of Luncheon as representative of the most commonly consumed food of animal origin.
2 Study some biological safety parameters of animals feed as representative of animal food.
3 Development of monitoring system includes HACCP plans, data bases, check lists, reports, compliance certificates and other inspection requirement data.
4 Development of GIS module and car tracking system and integration of it with the developed monitoring system.
5 Development of mobility module for the whole system.
Eighteen Luncheon samples were collected from different Egyptian markets and were classified according to its price categories. The analysis results revealed that:
5-1 The minimum obtained TPC value was 50 x 104 cfu/g samples from group 2) and the highest value was 90 x 105 cfu/g (samples from group 1) which showed up normal expected results. In contrary, TPC value of the bested samples with the lower price significantly lower than that obtained from the samples from the highest price group.
5-2 This result was explained by the terribly high concentration of Sodium Nitrite in the group of samples with lower prices as this chemical has antibacterial effect and is used as preservative in many food products specially processed meat products. So, the presence of this very high concentration of Sodium Nitrite significantly lowered the total bacterial count due to its antimicrobial effect not due to the better microbial quality.
5-3 The amount of beef in samples related to group 1 is higher than that related to group 2 as the intensity of the light of the relevant based in the electrophoresis result is higher in the DNA extracted from Luncheon Samples related to the DNA extracted from Luncheon samples related to group 1 if compared of those related to group 2.
5-4 The obtained results in this study showed that there is a real need for settlement of a quality control approach which must control the steps of production process to obtain a safe sound product with high safety and quality condition and with a good compliance with the national/international standards for food laws and specifications.
5-5 The required quality control system must be documented, reviewed, verified and monitored not only by the competent control authorities but also by the producer himself in a needed collaboration step between the producers (Private Sector) and the inspector (governmental official sector) to reach a high reliable national food safety and quality level.
5-6 HACCAP is considered as the most reliable quality control system which can be expressed into certain identified steps that can be uploaded in a specialized computer application with all required parameters and regulation through which the inspector/product can follow in order to accomplish quality control program.
5-7 Recent digital approaches, devices and information systems were used were used in this study to assure the compliance of the inspection/production procedures with the regulations/ guidelines which included:
• Interactive Website: which is a specialized Internet site designed to serve this system and connects the participants involved in the work to be the system interface application, allow the users of the system to access the database from anywhere and at any time, the way to accesses the different system components like car tracking, manufacturing, quality control, monitoring, according to the users right and privileges, also to arranges and adopts the work flow processes, that allow each user of the system the direct access to his allowed job only, the main way to monitor and follow-up events and tasks step by step that are performed by the mission executors. Also, by using this website we can follow up the step s of manufacturing for beach product that are carried out within the companies during their occurrence Monitor the steps of the manufacture of products carried out within companies during their occurrence and register any violations that occur immediately.
• Centralized Database: which the users get the needed information, prepare the inspection minutes and the necessary reports about the mission online without any interference from anyone, identified and communicated to those responsible for the control.
• Car Tracking System: Which make us follow-up the move of the Missionaries car step by step, where the moving of the team is tracked and shown on maps showing the complete route such as the name of the area, the street name, the current speed of the car, the condition of the vehicle in case of moving or stopping and the period it stopped. Thus we can follow the Mission line to ensure compliance. screen we can extract different reports about the mission
