Introduction :
The dynamics of organizations or institutions required realizing the concept of management not just as referring to those who are in high ranks in the organizational hierarchy or as the decisions and rules that dictate a certain type of behavior. Therefore, most of the literatures deal with management as a behavioral style characterized by interaction with individuals who carry out the executive tasks of the services provided by an organization. This concept is reflected by defining management as working with individuals and groups to achieve organization goals.
Public administration as an art means directing, cooperating, and supervising individuals in order to achieve a specific goal, or to coordinate individual and collective efforts to implement the state general policy. It can be stated that public administration as an art means the art and science of business administration applied to official state affairs.
The constitution is the cornerstone for all laws that regulate the workflow within a state. Each article of the constitution is integrated with other articles and has different meanings. Therefore, laws must be set within the framework of the constitution and not violate it. Moreover, regulations ”ministerial decisions” must be set within the framework of the laws organizing workflow and being applicable to all.
The coming years are witnessing an increasing interest in the relationship between sports and legislative policies and regulations, as law is related to economic, political, social or human aspects of life. However, some people may think that legislations are not suitable for sports including, but not limited to, football, handball and basketball.
Culture stems from the philosophy of society and the social system that defines the features of the general culture of society. Social and scientific concept of a culture means it includes all behavioral and human patterns that are socially acquired and socially transmitted to members of society through symbols.
Research Missions
1- To identify the level of legislative culture of sports club managers.
2- To contribute to addressing the shortcomings and weaknesses in sports club managers’ culture with respect to the regulations and laws regulating work of sports clubs.
3- To create and activate a training department in the directorates of the governorates in order to educate club managers with respective legislations and laws.
Research Objectives :
1- To determine the level of legislative culture among the managers of Egyptian sports clubs and its role in developing the administrative work system.
2- To evaluate how much the managers of Egyptian sports clubs understand the sports law(Law no. 71 for 2017).
Search Questions:
1- What is the level of legislative culture of sports club managers regarding legal aspect?
2- What is the level of legislative culture of sports club managers regarding administrative aspect?
3- What is the level of legislative culture of sports club managers regarding financial aspect?
4- What is the level of the legislative culture of the managers of the Egyptian sports clubs and its role in developing the administrative work system?
Research Procedures:
Methodology:
The researcher used the descriptive approach (survey study) due to its suitability to achieve the objectives of the research.
Population:
The research population includes managers of (835) private sports clubs in the Arab Republic of Egypt.
Research Sample :
The researcher selected the sample in a stratified random way from the managers of sports clubs, whose number is (166) managers.
Data collection tool:
- A questionnaire for legislative culture and its role in developing the administrative work system was provided to the managers of sports clubs.
Conclusions:
1- There is a high level of legislative culture of sports club managers, which in turn leads to the development of the administrative work system in sports clubs.
2- There is a legislative culture regarding legal aspects among the managers of sports clubs.
3- There is a legislative culture regarding administrative aspects among managers of sports clubs.
4- There are shortcomings in the financial aspects of legislative culture among the managers of sports clubs.
5- There a high- level role of legislative culture in developing the work system according to sports club managers.
Recommendations:
1- Paying attention to the legislative culture of sports club managers in sports institutions in general and sports clubs in particular because of its superior ability to improve both individual and the institution.
2- Accuracy in choosing the administrative competencies managing sports clubs to ensure the effectiveness of achieving the set goals and upgrading the level of sports clubs.
3- Encouraging of sports club managers to pay attention to increase their level of legislative culture because of its positive effects on the development of the work system within the sports clubs.
4- Paying attention to the process of evaluating the effectiveness of the level of legislative culture among sports club managers in order to ensure the success of the administrative process within sports clubs.
5- Setting clear and well-established criteria for evaluating the performance of sports club managers, taking into account that these criteria are commensurate with their skills and abilities and with the nature of work.
6- Preparing accurate and clear reports evaluating sports club managers based on scientific and practical standards. Such reports should be based on the real work of the manager and avoid personal interests.
