In this work, a non - destructive portable mobile neutron activation system is designed to be used for different enrichment safeguarded nuclear materials verification using isotopic 252Cf neutron source. The polyethylene and paraffin wax were selected as neutron shielding material and lead was selected as a gamma shielding material. Several calculations were performed using monte Carlo (MCNP5) to estimate the required shield thickness and distribution of thermal neutron flux at different irradiation position inside the shield as well as fission rate. For validation of this new design, different enrichment nuclear material samples were verified using active nondestructive assay. The induced gamma - rays spectra obtained from the irradiation of samples under delayed conditions using HPGe detector were analyzed, presented and described with respect to neutron activation analysis. Measurements of the same nuclear material samples by the system in the passive mode was also performed and discussed. The system was designed to get the maximum flexibility for neutron activation analysis with accurate results and minimum cost of fabrication and analysis. It has adequate shielding against gamma and neutrons with almost background dose rate
