Abstract

Registration of heritage buildings is the first step towards buildings conservation and sustainability. Value analysis, authenticity and integrity evaluation are considered as the basic concepts of architectural and urban conservation Thus, national governments, deciding whether a building is specia value that should be listed or not. Different building conservation systems all over the world aim to preserve their heritage by identifying values based on the global principles agreed upon in all charters and treaties. Value concept passed through a long evolution of human thought including historical, artistic, social, political, educational, cultural, and many others. However, such various dimensions of values have become beyond the discussion and analysis of heritage conservation projects. Unfortunately, there is a lack of awareness about the value of these heritage buildings or sites among many officials, decision makers, and the local community, causing misleading viewpoint from messing with the characteristics, aspects and features of a building that must be protected. This research seeks to identify and collect all values for selecting heritage buildings to facilitate their registration and management. Therefore, the study focuses on a detailed comparative analysis method based on literature reviewing the existing criteria for registration heritage buildings in different 8 countries such as: Canada, United States, England, Australia, New Zealand, the European Union, Turkey, and Malaysia. Corresponding to the results of the detailed comparative analysis from summing up all assessment criteria needed for registration heritage buildings; a detailed analytical study for heritage building’s values and their indicators is conducted to improve and facilitate the registration management system in Egypt. The discussion is attempted to propose an approach which is carried out to create a viable and applicable methodology as point-based rating system ’’scoring checklist’’. Then, discussing the proposed scoring rating system “HBRA” the Heritage Buildings Registration Assessment form, as proposed assessment simulation on various case studies in Alexandria. After that, the assessment simulation outcome of HBRA, is discussed with different committees of experts from different fields and investments in heritage conservation to ensure its validation and efficiency to raise the awareness and significance of various heritage buildings preventing their neglect and demolition.
