Abstract

Many development partners invested to support nile basin development process to foster cooperation between riparian countries for effective management of the shared water resources. The support of the development partners included establishing the government and non government institutions mainly the nile basin Initiative (NBI) and nile basin discourse (NBD) in 1999 and 2003 respectively. The current research examines the effectiveness of british development assistance provided to Nile basin discourse as a regional non-governmental organization through examining its relation with NBI to allow the civil society meaningful participation in nile basin development process. In this context, the research took stock and assessed the activities of the nile basin discourse with focus on Egypt national discourse forum as a case study from 2006 to 2012 through an interview with more than 50 interviewees from government, NGOs, experts and DFID. Through this, the research identified the challenges facing CSO participation in the Nile basin process such as weak governance and institutional structure, capacity barriers at the three levels of enabling environment, institutional and individual as well as limited financial resources. The research proposed changes within governance structure, integration of CSO as an equal partner in new nile basin permanent commission and benchmarks for three levels of capacity to ensure empowerment, consultation and participation of CSO in nile basin cooperation process. Thus, there will be a financial and institutional sustainability that will enable fostering Nile basin cooperation without continuous reliance on donor’s funds and with involvement of CSO in order to enhance the quality of life of Nile basin citizens
