Abstract
In the last 30 years of operation Cairo metro still the expansion of this network not achieve the rapid population growth in Egypt mainly the overcrowding population in the great Cairo which have a strategic plans to complete 6 lines only 2 and half of the 3rd are completed while the other most of them still have not a timed schedule. Also it was ranked as the 1st crowded network in the world according to the ratio between numbers of passengers per year in 2012 and the kilometer length of the network. That lead to decrease the quality of operation which mean delaying in time traveling and uncomforted journey for passengers. Not only overcrowding decrease the quality of the operation, but also many incidents and different defects in the station systems and train units. Unfortunately there is a lack of sufficient operation’s roles and procedures in addition to unclear definitions of some expressions mainly in degraded and emergency situations
