The Summary of Study
Summary
First: Identifying the problem of the study:
Caring for children is the first step towards the advancement and well-being of society by improving their conditions of upbringing and protecting them from any threats to their security and overcoming obstacles to their development and progress. The responsibility for the care and provision of services to children rests with society as a whole, including its members, groups and organizations.
Despite local, Arab and international efforts in the field of child welfare, there are a group of children who suffer from deprivation and exploitation and live in difficult conditions. They are so-called (children without protection or vulnerable children).
The category of vulnerable children is considered to be those in need of comprehensive social care, as trying to obtain their basic rights to modify their circumstances is a guarantee of avoiding the negative effects they may be exposed to.
It must be emphasized that social work as a human occupation exercises its role through social institutions and has been associated with this since its inception and has become known as an institutional occupation. The literature indicates that the way in which community organization is the same as all other professional methods practiced through bodies and institutions that have been agreed to be called organs of community organization.
The community organization method is the third aspect of social work. In the field of children, the aim is to coordinate children’s services and programs, as well as the planning of long-term and near-term images of various forms of child care, as well as to raise the level of children’s services, as well as to introduce various child-care legislation.
Since its inception, the community organization method has been working to bring about the desired change for the benefit of the poor, marginalized and at risk and to reduce the forms of discrimination and
persecution to which citizens are subjected and to work for their advocacy and defence of their rights.
Through the above, the problem of the study can be identified in the following heading: ” The preventive role of child protection committees who are vulnerable ”
Second: The importance of the study:
1- The study focuses on one of the important issues in society and must therefore be addressed.
2- The use of preventive scientific entrances in the social work is a method that can contribute to awareness of the seriousness of the problem.
3- The importance of current study is shown by the importance of the childhood phase.
4- Developing community awareness of the importance of childhood and the problems associated with their vulnerability.
5- Its importance is the role played by child protection committees in addressing the problems of vulnerable children as one of the most important problems facing society.
6- The interest of the social work profession and the community organization method in a special capacity to defend marginalized and vulnerable groups.
7- The case has not received the attention of a large number of researchers at a time when governmental organizations and civil society organizations are advocating for children’s issues.
Third: Objectives of the study:
The main objective:
Identify the preventive role played by child protection committees to protect vulnerable children.
Sub-objectives:
1- Identify strategies and tactics used in the preventive entrance to deal with vulnerable children.
2- Identify the technical entrances used in the preventive entrance to deal with the problems of vulnerable children.
3- Identify the obstacles faced by child protection committees in using the preventive entrance to deal with vulnerable children.
4- Identify proposals through which the preventive role of committees for the protection of vulnerable children can be increased?
5- Reaching a vision for the future from the perspective of the way society is organized by activating the use of the preventive entrance to deal with vulnerable children .
Fourth: Questions of study:
1- What preventive role do child protection committees play to protect vulnerable children?
2- What strategies and tactics are used in the preventive entrance to deal with vulnerable children?
3- What art entrances are used in the preventive entrance to deal with vulnerable children?
4- What constraints do child protection committees face in using the preventive entrance to deal with the problems of vulnerable children?
5- What proposals can be made more effective by the preventive role of committees for the protection of vulnerable children?
Fifth: concepts of Study :
The basic concepts that will be used in the study can be identified as follows:
1- Concept of preventive role.
2- The concept of protection committees. 3- The concept of vulnerable children.
Sixth: The systematic procedures of the study:
1- Type of study: This study is a descriptive study.
2- The curriculum:
The social survey method was used in a comprehensive way to restrict the employees of child protection units in Assiut governorate and its centers in addition to a deliberate sample of committee members.
3- Tools of the Study:
A questionnaire application to workers of vulnerable child protection units in addition to members of the general and sub-committees in Assiut governorate and its centers.
4- Fields of the study:
(a) Spatial field:
The field study was applied to all the child protection units in Assiut governorate and its centers and the number of (13) units ( Assiut East - Assiut West - Assiut Center – El fath - Abnoob - Abbottig – Sahel Salim
- Badari - Manflot - Al-Qussiya - Dirout - Sedfa - Al-Ghanim)
(b) Human field:
The human field of study is determined:
It is a comprehensive inventory of the basic workers assigned to the child protection units in Assiut governorate and its centers, numbering
(13) units, and the number of workers in each unit about (5), in addition to his general eye of members of the general and sub-committees.
(c) Time field:
It took about a month and a half to collect data from the field from 20 February 2022 to March 31, 2022.
Seventh: Results of the study:
The study found a range of findings, including:
1. Conclusions related to the first goal: determining the preventive role of child protection committees in dealing with vulnerable children:
A- The level of prevention of the first degree:
The relative strength of the first-degree preventive role of committees for the protection of vulnerable children (75.9%), reflecting an average level of first-class preventive role played by committees to protect vulnerable children.
B- Level of prevention of the second degree:
The relative strength of the second-class preventive role of committees for the protection of vulnerable children (70.23%), reflecting an average level of second-class preventive role played by committees for the protection of vulnerable children.
C- Level of prevention of the third degree:
The relative strength of the third-degree preventive role of committees for the protection of vulnerable children (73.28%), reflecting an average level of third-degree preventive role played by committees for the protection of vulnerable children.
2. Conclusions related to the second objective: identifying strategies and tactics used in the preventive portal to deal with vulnerable children:
A. Persuasion strategy:
The relative strength of the persuasion strategy and tactics (70.47%), reflecting an average level of use of persuasion strategy and tactics by committees to deal with vulnerable children.
B. Defender strategy:
The relative strength of the defender’s strategy and tactics (74.40%), reflecting an average level of use of advocacy committees and their tactics to deal with vulnerable children.
C. Coordination strategy:
The relative strength of the coordination strategy and its tactics (65.62%), reflecting an average level of use of coordination strategy and tactics by committees to deal with vulnerable children.
D. Ressure strategy:
The relative strength of the pressure strategy and its tactics (73.46%), reflecting an average level of use of pressure strategy and tactics by committees to deal with vulnerable children.
3. Conclusions related to the third goal: identifying the technical entrances used in the preventive portal to deal with vulnerable children:
The relative strength of the technical entrances used in the preventive entrance to deal with vulnerable children (72.15%), reflecting an average level of application by the committees of technical inputs used in the preventive entrance to deal with vulnerable children.
4. Conclusions related to the fourth goal: identifying the obstacles faced by child protection committees in using the preventive portal to deal with the problems of vulnerable children:
The relative strength of child protection committees in using the preventive portal to deal with vulnerable children (70.45%), reflecting an average level of barriers facing child protection committees in using the preventive entrance to deal with vulnerable children.
5. Conclusions related to Goal V: Identify proposals through which the preventive role of committees to protect vulnerable children can be more effective:
The relative strength of proposals to increase the effectiveness of the preventive role of committees for the protection of vulnerable children (94.49%), reflecting a very high level of proposals to increase the effectiveness of the preventive role of committees to protect vulnerable children.
