Administrative control constitutes a set of competencies that are granted to the administrative authorities by exercising them in general, in all fields and in all activities. To maintain public order, and one of the elements of public order is security and general tranquility. If administrative control is a necessary function of the administration, the intervention of the administration often affects individual freedoms and rights; Due to the special means that it possesses, the administration can compel individuals to unilaterally will, and to issue decisions on its own that are on its own, without this dependent on the acceptance or approval of individuals. Public freedoms are considered among the natural rights of members of society, and they are also a constitutional principle enshrined in all democratic constitutions, by creating a set of guarantees in order to preserve public freedoms from all attacks issued by the administrative authorities, in particular; Due to the nature of its work and the seriousness of the actions it implements in order to maintain and protect public order. Hence, the activity of administrative control is one of the most dangerous means of interference by the administrative authorities on human rights and freedoms. This is due to the privileges that these authorities enjoy in the face of members of society, such as their right to issue control administrative decisions of their own free will, and their right to implement these decisions directly without resorting to the court under the pretext of maintaining public order. Hence, the dialectical relationship between the function of administrative control in maintaining public order, and the necessity for individuals to enjoy the freedom guaranteed to them under the provisions of constitutions and legal legislation in a way that makes them - public order and public freedoms - of the same degree of importance, and both are subject to them.
