The need to seek to provide requirements for institutional excellence has increased in light of the many variables and challenges that Egyptian university education institutions are witnessing, represented in: the knowledge and information revolution, the digital divide, democracy, globalization and its various repercussions, and the emergence of what is known as the knowledge economy, and what resulted from these challenges arising from changes in work methods, and the clear qualitative shift in the composition of human resources working in various university education institutions, and the multiplicity of administrative approaches that can be used to improve the productivity of its institutions, and access to excellence in performance.
In order to provide these requirements, it is necessary to implement a vision that combines all the elements and components of the university institution on the basis of excellence and distinction, which achieves it has high capabilities to confront the changes and developments in its external environment, and to ensure that it works on coherence, coordination and harmony sufficient to confront these variables and correct the course of the internal conditions in it, and win it distinguishing feature, and what makes it a prestigious international stature among international university institutions.
Among these visions that contribute to achieving success and excellence is the Egypt Vision 2030 - which works to bring about a fundamental change in the prevailing organizational climate within university institutions and build an institutional system, which aims to build a culture of excellence within these institutions, which contributes significantly to achieving their competitive advantage, and gaining them the ability to adapt, survive, develop and continuously improve educational and administrative practices in order to reach regional and global institutional excellence.
The importance of the Egyptian Vision 2030 is highlighted as it is one of the main frameworks to help institutions in general and institutions of university education in particular, to enhance their competitive capabilities and achieve the requirements of institutional excellence, by keeping pace with global developments and developments in leadership, planning and improving the quality of services and human resources, as it is a practical tool to help university institutions for achievement and distinction, through where they are on the path of excellence.
Based on that, the current study sought to provide excellence requirements for Egyptian university institutions, identify strengths and weaknesses, and measure their institutional performance in order to enhance their regional and global competitiveness, and reach leadership and institutional excellence desired regionally and globally according to what the Egyptian Vision 2030 seeks for Egyptian universities.
The problem of study:
Achieving excellence and quality performance in universities is one of the topics that receive the attention of governments in all countries of the world, in order to determine the efficiency of performance in universities and their ability to cope with changes, political, economic and social transformations, rapid and successive scientific and technological developments and their repercussions on the educational process in them.
Believing that achieving excellence in the institutions of Egyptian universities by supporting national security and increasing their regional and global competitiveness and achieving Egypt’s national leadership according to its new vision and confirming its presence in the international market in a world where knowledge has become a commodity to be sold and bought, whoever owns it possesses survival and excellence, and whoever does not own it has no place. among the ranks of advaled countries, and this can only be achieved through a distinguished educational system driven by distinguished educational institutions
On the world stage, he created pioneering international and regional visions and ideas, including Egypt’s 2030 vision, which took upon itself the task of motivating and supporting profit and service institutions, and pushing them towards excellence and differentiation by setting a vision that would serve as a guide for institutions and their way to do so. These ideas and visions consist of a set of predetermined criteria, so that each criterion has its own score, which allows institutions of all kinds to rely on it to conduct a self-assessment, and thus stand on the strengths and identify the shortcomings and weaknesses in performance.
One of the most out starding ideas and visions is Egypt vision 2030 which consists of eleven theres to achieve sustainable denelopment, It came as a road map for the Egyptian state’s service and profit institutions, including educational institutions, foremost of which are university education institutions, in order to enable them to make good use of their own resources and capabilities and restructure their system to provide distinguished services to the people of the country, enabling them to compete at the regional and global levels.
It contains previous studies and results, and what was stated by national visions and modern educational ideas, including the vision of Egypt 2030 in the field of the founder’s competence Institutions of institutional excellence, which contribute greatly to their recognition, regional and global distinction, and the inevitability of a serious pursuit of university education institutions, a fundamental change in their orientations, contents, and methods of performance. It achieves excellence for it and makes it outperform its competitors. It becomes a comprehensive frame of reference for Egyptian universities and helps them to reach international distinguished university institutions.

Study questions:
1- What is the expected educational and training performance of Egyptian universities in light of Egypt’s 2030 vision?
1. What is the philosophy of institutional excellence - dimensions, trends, models, and contemporary global models?
2. What are the most important justifications for studying institutional excellence in university education?
3. What are the most important requirements for providing institutional excellence in Egyptian universities through the vision of Egypt 2030?
4. What is the proposed strategy to provide the requirements for institutional excellence in Egyptian universities through Egypt’s 2030 vision?
Study Objectives:
The study aims to achieve the following objectives:
1. Achieving the competitive advantage of Egyptian university institutions at the regional and international levels.
2. Empowering Egyptian university institutions the ability to adapt and survive in a world characterized by rapid changes at all levels and times.
3. Planning to raise the level of efficiency in the educational and training performance of Egyptian university institutions, locally, regionally and internationally.
4. Planning to raise the efficiency level of the academic, professional and administrative performance of the Egyptian university institutions in Egypt.
5. Getting to know Egypt’s 2030 vision and ways to benefit from it in developing and raising the efficiency of the performance of institutions, especially the institutions of Egyptian universities.
6. Determine the justifications for studying the philosophy of institutional excellence for the institutions of Egyptian universities.
7. Identifying modern visions and ideas for institutional excellence and ways to benefit from them in the educational process, especially Egyptian universities
8. Recognize models of university excellence, and models of distinguished universities globally.
9. Determining the reality of institutional excellence within the environment of Egyptian universities, and the most important threats that constitute an obstacle to providing the institutions of Egyptian universities with the requirements of institutional excellence in the light of Egypt’s vision of 2030.
10. Reaching a proposed strategy to provide the requirements for institutional excellence for Egyptian universities stemming from Egypt’s 2030 vision.
The importance of the study:
1. The possibility of benefiting those in charge and those interested in developing and modernizing university institutions in Egypt in ways, methods, and mechanisms to achieve institutional excellence for them in accordance with the Egypt Vision 2030.
2. Forming strategic path of Egyptian universities is, the effective contributor to achieving the goals of the 2030 vision of sustainable development for the Egyptian society.
3. Raising the status of Egyptian universities in quality, quantity and preference among regional and international universities by targeting the achievement of institutional excellence in theory and application.
4. To develop awareness that providing institutional excellence in the institutions of Egyptian universities requires achieving comprehensive development for all the components of the educational process to achieve sustainable excellence.
5. Putting Egyptian universities on the map of excellence and competition between regional and international universities.
6. Highlighting the role of Egyptian university institutions as the locomotive of progress for the Egyptian society, whose outputs contribute to achieving sustainable development in all economic, social, and environmental fields.
7. Inviting researchers and specialists to orginate the philosophy of excellence and adapt it as amotto in the current and future stage in the developing and achieving priority for the institutions of Egyptian universities in the global market at the level of theory and application.
8. 8.Raising the level of performance of Egyptian universities to the level of excellence in teaching and learning, in scientific research, and in community service in accordance with the highest international standards and specifications,
9. contributing to the provision of a distinguished university educational cadre in the best way that can protect the mechanisms of work and the requirements of the global market.
Study Methodology
The researcher uses the descriptive approach for its relevance to the nature of the study on the grounds that it is the approach that is based on studying and clarifying the characteristics of the pure or a specific case as it is in reality, explaining it and determining its relationship within the framework of its thoughts and surrounding changes. The researcher used the descriptive approach in the current study according to the immediate steps:
1. Gathering information related to Egypt’s vision, its meanings, objectives, and importance, the educational and training performance of Egyptian universities, institutional development in university education, distinguished universities models, and justifications for studying its philosophy and the usefulness of its application, and they are trends of excellence in university education in the contemporary world and application requirements and classify and analyze this information.
2. Building a SWOT environmental analysis form to identify the strengths, weaknesses, opportunities, and threats of Egyptian universities
3. Applying the field study to a sample of faculty members to identify the reality of the excellence of the Egyptian university institutions using the environmental analysis form, and the most important obstacles that prevent them from providing the requirements for institutional excellence regionally and globally in the light of Egypt’s vision of 2030.
4. Application of the field study to a sample of faculty members to identify the reality of the expression of the Egyptian universities MAST using the environmental analysis form and the most important obstacles that prevent the provision of regional and global institutional excellence requirements in the light of to Egypt’s vision.
5. Putting interpretations in the light of the results of statistical analysis and interpretation of the results of the medal study.
6. It is to present a proposed strategy to provide the requirements for institutional excellence in Egyptian universities in accordance with Egypt’s vision 2030.
The limits of the study
a. Objective limits:
Providing the requirements of institutional excellence for Egyptian universities in the light of Egypt’s 2030 vision –
b. Geographical limits: of some Egyptian universities that have centers of excellence (Assiut University - Benha University - Cairo University).
c. Human limits:
It is represented by a group of faculty members from different specializations.
Study tools:
 the construction of the inter-analysis form prepared by the researcher, to identify (strengths - weaknesses) in the internal environment, (opportunities points - threats points) in the external environment of Egyptian universities.

The theoretical framework of the study:
The presented study dealt with the problem of the study, the objectives of the study, the importance of the study, the study’s desire, the study’s curriculum, the study’s tools, the study terms, and that represents the general framework of the study, and this is what included in the first chapter of the study.
then the study dealt with the vision of Egypt 2030 in terms of (origin and development - concept - philosophy - characteristics - goals - importance - dimensions), The educational and training performance of the Egyptian universities, and the vision of the educational and training humankind for the Egyptian universities 2030 in terms of (origin and development - the concept of the critical importance of the dimensions), the objectives of the educational and training performance of the Egyptian universities2030, and the challenges facing its achievement and development programs, and this is what is included in the second chapter of the study.
studying the philosophy of institutional excellence in university education in terms of (concept - origin - philosophy - goals - importance - characteristics - foundations), dimensions of institutional excellence, the most important global trends of insured excellence in university education, some models of university excellence, models of universities globally distinguished, awards of excellence in university education, and this is what is included in the third chapter of the study.
Studying also included justifications for institutional excellence in Egyptian universities in the light of Egypt’s 2030 vision, justifications for institutional excellence, and justifications for institutional excellence in university education institutions, institutional excellence in Egyptian universities through Egypt’s vision 2030, its efforts and foundations, and justifications for institutional excellence in Egyptian universities through Egypt’s vision 2030, which included (social justifications - economic justifications - environmental justifications), and this is what was addressed in the fourth chapter of the study.

The study dealt with the procedures of the field study (the objectives of the study - the design of the study tool - the validity of the study tool - the stability of the study tool - the study sample population), and the statistical treatment of the field study.
The results of the field study:

Strengths points:
1- There are a number of faculty members who have received state awards and honors 2-
2- Availability of competencies from faculty members to carry out with their jobs.
3- Availability of centers and units calling for the development process, such as capacity development centers and El-Gouna assurance units.
4- Some members of the training staff receive research projects and international awards of distinction.
5- Availability of a number of faculty members who have degrees in various disciplines abroad.
Weaknessespoints:
1. faculty members in Egyptian universities, weak incentives for excellence low academic wages.
2. The decline in the position of university education in the priorities of the government’s public spending, while impeding the improvement of its quality and excellence.
3. Weak university environment supportive of development and institutional excellence in Egyptian universities.
4. Weak preparation and training of faculty members and their assistants.
5. The lack of any Egyptian magazine or periodical obtaining a global impact factor classification.
Opportunity points:
1- Egyptian universities’ orientation towards the knowledge economy
2- Bribery affiliates of Egyptian universities with external and internal variables and their impact on universities and their future.
3- Enable faculty members to participate in education activities in the leading international universities.
4- Egyptian universities with projects to internationalize education and give the academic programs an international dimension to support their competitive advantages.
5- Increasing the second segment of the population, Egypt from the age group 18-30 years, which is the target group for university education.
Threat points:
1- Lack of spending on scientific research in Egyptian universities compared to what other countries spend.
2- Few contracts, twinning agreements and partnerships with internationally distinguished universities.
3- The big gap between the steps of developing and modernizing Egyptian universities and the rapid daily developments and changes in the world of universities.
4- - The weakness of the stability of the economic conditions that Egypt is going through and its impact on the budgets allocated to Egyptian universities.
5- Funding for Egyptian universities depends on government funding, which makes the government more involved in its affairs.
The proposed strategy:
At the end of the study, the study outlined a proposed strategy to provide the requirements for institutional excellence for Egyptian universities, something in the light of Egypt’s vision 2030, or the contemporary global one, and it includes.
