إسراء جمال علي أحمد، دور الجامعات المصرية في الإشراف على البعثات الخارجية لتعظيم عائدها المجتمعي(رؤية مقترحة). ماجستير/ أصول التربية/ كلية البنات/ جامعة عين شمس.
هدفت الدراسة إلى وضع رؤية مقترحة لتطوير دور الجامعات المصرية في الإشراف على نظام البعثات الخارجية – أحد أنظمة إيفاد أعضاء الهيئة المعاونة بالجامعات الحكومية المصرية للحصول على الدكتوراه من الخارج – وذلك لتعظيم المردود والعائد المجتمعي من هذا النظام.
وتناولت الدراسة عرض الأطر النظرية للحراك الأكاديمي الدولي من حيث المفهوم والأهداف والمتطلبات للجامعات بالخارج، ثم عرض لطبيعة العائد المجتمعي من الاستثمار في نظام البعثات الخارجية، وتحديد الأسس النظرية لنظام البعثات الخارجية في مصر من حيث: نبذة تاريخية عن الابتعاث المصري للخارج، ومفهوم البعثات الخارجية وأسس الإيفاد، أهداف البعثات الخارجية ومجالاتها، كيفية الإعلان عن البعثات الخارجية وشروط التقدم للحصول عليها، ومتطلبات التقدم للحصول على البعثة الخارجية، وكذلك مراحل المفاضلة والاختيار بين المرشحين، والقوانين والقواعد المتبعة منذ اعتماد البعثة وحتى مدة انتهائها، وأخيرا حقوق المبعوثين وواجباتهم.
وكذلك تم الكشف عن واقع الإشراف على نظام البعثات الخارجية من قبل الجهات المختصة داخل مصر وخارجها، والتحديات التي تواجه نظام البعثات الخارجية المصرية. كما تضمنت الدراسة جزء ميداني من خلال تطبيق استبانة بهدف التعرف على واقع إشراف الجامعة المصرية على المبعوثين التابعين لها في الخارج قبل السفر وأثناء فترة البعثة بالخارج وبعد العودة. وخرجت الدراسة بمجموعة من النتائج التي تم على أساسها وضع رؤية مقترحة لإشراف الجامعات المصرية على البعثات الخارجية لتعظيم العائد المجتمعي لهؤلاء المبعوثين بعد العودة للوطن وبالتالي تحقيق الهدف من إيفادهم.

Esraa Gamal Ali Ahmed, The Role of Egyptian Universities in the Supervision of External Missions to Maximize Their Societal Return (Proposed Vision). MA / Foundations of Education /Faculty of women / Ain Shams University.
The study aimed to develop a proposed vision for the development of the role of Egyptian universities in supervising the system of foreign scholarships - one of the systems for sending members of the Auxiliary Authority to Egyptian government universities to obtain a doctorate from abroad - in order to maximize the societal return from this system.
The study dealt with presenting the theoretical frameworks for the international academic movement in terms of concept, objectives and requirements for universities abroad, then presenting the nature of the societal return from investment in the system of foreign scholarships, and defining the theoretical foundations of the system of foreign scholarships in Egypt in terms of: a historical overview of the Egyptian scholarship abroad, the concept of foreign missions and foundations The delegation, the objectives and fields of foreign missions, how to announce the foreign missions and the conditions for applying for them, the requirements for applying for the foreign mission, as well as the stages of selection and selection between candidates, the laws and rules followed from the time the mission was approved until its termination, and finally the rights and duties of members of the missions.The reality of supervising the system of foreign missions was revealed by the competent authorities inside and outside Egypt, and the challenges facing the Egyptian foreign missions system. The study also included a field part through the application of a questionnaire with the aim of identifying the reality of the Egyptian University’s supervision of the members of its missions abroad before travel, during the period of the mission abroad and after returning. The study came out with a set of results on the basis of which a proposed vision was developed for Egyptian universities to supervise foreign missions to maximize the societal return for members of missions after returning to the homeland and thus achieving the goal of dispatching them.
