Abstract The objective of this research is to develop a system that can create a short listing of the best suppliers that would be allowed to request for offers in a tender. The designed mathematical system is based on qualitative as well as quantitative measurements. Only the members of this short listing would be allowed to request for offers in a tender. The impact from this system should help in improving and developing the medical equipment acquisition and the healthcare quality in developing countries. Two different methodologies have been used to build the system: First method: the fuzzy logic control, after extensive research on literatures and tender documents from purchases departments scan to identify the most important general condition criteria in tender for the system, we use a subset of previously used criteria and a new set of criteria to build a medical equipment’s supplier selection system. The proposed system uses three main criteria which are: Company capability, Product capability and after sale service performance. Each criterion consists from several sub criteria. Then Fifty different experts from biomedical engineers, procurement specialists and doctors specialized in healthcare have been asked to put weight values for each criteria and sub criteria. Gaussian and triangular membership functions have been used in the proposed FIS system. The Fuzzy system used 28 IF Then rules to convey with expert knowledge. Dataset collected from five different companies is used to validate the system against experts’ opinions. Results show the robustness of the proposed system in creating a short listing for the most suitable medical suppliers with an average error of 4.45 ± 4.06. Second method: Analytic hierarchy process (AHP), in this methodology we use AHP as a selection methodology that can create a short listing of the best suppliers that would be allowed to request for offers in a tender. The first step in this approach we adapt a questionnaire based study that is reviews by different experts from biomedical engineers, procurement specialists and doctors specialized in healthcare have been taken for selecting and rating of criteria gathered from literatures,experts and some tenders documents, then development of AHP hierarchy, prioritize the order of criteria and sub criteria, measure of consistency, measure supplier performance, ranking and selection of best supplier (final decision). We have applied the proposed model to select between five different suppliers. To validate the output of our AHP model, the result obtain from the proposed system were compared with the expert’s evaluation for the same suppliers, 34 experts were participated in the evaluation process showing an average error 5.88%, 8.82%, 17.65%, 17.65%, and 23.53% for the selection of the best suppliers ranked from the best to the worst one respectively and the overall average error is 14.71%. |
