Introduction
Education is the main engine for the building and development of countries, and university education is highly valued, as it is an education that leads to jobs, outstanding business and prestigious social status, and the faculty members are the backbone of the university, they are leaders in society and responsible for the process. Change and creativity.
Academic immunity is a human right, and if human rights are general, academic immunity is private to members of the academic community, and Egyptian legislation has resulted in a lot of pressure on the academic work of faculty members and requires faculty members to enjoy academic immunity, Academic immunity is one of the important mechanisms that can drive the university to carry out its research function in the era of the information and technological revolution.
Study Problem:
The problem of study can be formulated in the following questions:
What is the concept of academic immunity for faculty members and what is its importance?
What are the most important Egyptian legislation related to university schooling?
What does the academic immunity of faculty members in Egyptian universities have to do with Egyptian legislation?
What is the proposed perception of academic immunity for faculty members in Egyptian universities under Egyptian legislation?
Study Goals
Identify ing the academic function of the faculty members.
To know what academic immunity is.
Determining the requirements of academic immunity for faculty members.
To clarify the educational importance of academic immunity for faculty members.
Identifying the most important legislation in Egyptian society at the present time and its impact on the university.
Explaining how Egyptian legislation affects the academic immunity of faculty members.
The Importance of Study
This study is important:
The scarcity of studies on the subject of academic immunity of faculty members and therefore may contribute to the enrichment of the Arab Library by conducting a study of the requirements of academic immunity of faculty members in light of Egyptian legislation.
The subject of academic immunity for faculty members is an important topic that is increasingly needed with the increasing number of Egyptian legislation regulating university work.
The applied importance of the study lies in the recommendations and results that the study will provide in order to develop a proposed conception of academic immunity for faculty members and then to upgrade the profession.
Immunity gives the university professor as a citizen and a member of the development of society the freedom to censor if he speaks or writes and earns him a great ability to participate in decision-making and fair discussion in academic work, as well as the prestigious status in his community.
Curriculum Study:
The current study relied on the ”descriptive approach”
Community and sample study:
The study community is made up of the faculties of Egyptian universities, and the sample of the study was selected in a deliberate way from the faculties of the Egyptian University, namely The University of Sohag, and all the faculties of Sohag University were selected, and the study singled out the faculty members of the faculties belonging to this university, and some of the university leaders represented by (deputies) The President of the University - Deans of Colleges - Agents of Colleges - Heads of Departments).
Study Tools:
The current study relied on the tools:
Questionnaire addressed to faculty members.
Interviews with some university leaders represented by a sample of (vice-chancellors - deans of colleges - agents of colleges - heads of departments) at the University of Sohag.
Study Limits
The current study adheres to the following limits:
Objective limits: The current study was limited to the subject of academic immunity for faculty members
Spatial boundaries: The limits of the current study were represented by a sample of Egyptian universities, namely The University of Sohag, and all faculties of the University of Sohag were selected,
Human boundaries: The current study was limited to faculty members and some university leaders at The University of Sohag.
Time limits: Study period from 2018 to the end of 2019.
The Results of the Study:
The field study reached a set of results:
There is an urgent need on the part of faculty and managers for academic immunity, which is required by the nature of the work of the faculty members, and is the most important mechanism for the advancement of the profession.
One of the obstacles that stands in the way of the establishment of academic immunity for faculty members in Egyptian universities is the following:
Institutional control over the work of faculty members.
The absence of a body that claims the rights of faculty members.
Egyptian legislation governing university work, which contains a lot of pressure on the academic work of faculty members in an era when the restriction of intellectuals is no longer feasible.
To achieve academic immunity for faculty members in Egyptian universities, a range of elements must be available, including:
The existence of explicit legislative provisions for academic immunity for faculty members.
Drafting and regulating the academic immunity of faculty members.
Holding seminars and conferences on the multiplicity of advantages of academic immunity and the benefits of working with them.
Universities enjoy the independence and academic freedom of faculty members at Egyptian universities.
In the light of the results of the study, the researcher presented a proposed vision of academic immunity for faculty members in light of Egyptian legislation, which is based on a set of mechanisms:
Preparing the faculty strong academic ally so that the faculty member is able to abide by the responsibility resulting from academic immunity.
Recognizing that academic immunity is a right of faculty members.
Proper awareness of the meaning of academic immunity and its importance in the academic community.
The establishment of a professional institution that demands the right of faculty members to academic immunity and establishes controls and mechanisms to activate them and work with them and take care of their progress.
Drafting constitutional articles expressly providing for academic immunity for faculty members.
Drafting legislative provisions in the Law on the Organization of Universities provides for the academic immunity of the faculty member and how they control and obligations.
Obliging academic workers and university administrators to comply with the application of the terms of academic immunity to faculty members.
