ملخص الدراسة باللغة العربية
أولاً: مدخل لمشكلة الدراسة:
يسعى الأفراد في مختلف شركات الأعمال التجارية والمؤسسات للعمل في وقت زمني أقصر دوماً، وكفاءة وإنتاجية أكبر، الأمر الذي يجعل من تكنولوجيا المعلومات وسيلة مهمة وضروية للوصول إلى أهدافهم وتطوير أعمالهم يوماً بعد يوم، إذ أصبحت الحاجة ملحة لأداء الكثير من المهام في وقت قصير لتلبية الاحتياجات التي تتطلبها الأسواق العالمية والمحلية من خدمات وبضائع.
حيث تعمل تكنولوجيا المعلومات علي توفير مجموعة من الأدوات والعمليات والمنهجيات التي تسهل عملية سير الأعمال وتحقيق أهداف المؤسسة مثل الترميز، والبرمجة ونقل البيانات والتخزين والاسترجاع وتحليل النظم وتصميمها والتحكم بها، فضلاً عن المعدات المرتبطة المستخدمة لجمع ومعالجة وتقديم المعلومات وهذا هو مضمون أهمية تكنولوجيا المعلومات, والتخزين الإلكتروني، وحماية مختلف السجلات القيمة في المؤسسات, وتقديم المعلومات والاتصالات اللازمة والمهمة لأصحاب القرار، حيث تساعدهم في اتخاذ القرار الصائب بما يتعلق بمؤسساتهم.
كما تساعد تكنولوجيا المعلومات علي الصيانة الآمنة لملفات العملاء، بما يضمن حيوية ونزاهة العمل, وتسهيل عملية التدريس وتلقي المعلومات لطلاب المدارس، خصوصاً بعد إدخال الحواسيب ضمن المناهج التدريسية, والعمل علي حماية المعلومات الإلكترونية من الاختراق أو القضاء عليها خلال كارثة تكنولوجية, وتخفيف أعباء الموظفين في أداء مهامهم، وسهولة تتبع المشاريع ومراقبة البيانات المالية, بالإضافة إلي التحكم بسماحية الوصول إلى المعلومات والبيانات المخزنة في قواعد البيانات، والقدرة علي تعديلها ونقلها وحذفها, والوصول عن بعد إلى الشبكة الإلكترونية الخاصة بالشركة أو المؤسسة، بحيث يتمكن الموظفون العمل من المنزل أو أي مكان آخر, وتسهيل التواصل بين الموظفين وعالم الأعمال بسرعة وفعالية كبيرة.
وحيث تهتم الخدمة الاجتماعية بمواجهة مشكلات المجتمع المختلفة, كما تعمل أيضاً علي إحدث التغيرات التي تساهم في تطوير المؤسسات الاجتماعية باستخدام تكنولوجيا المعلومات والاتصالات, ومن نفس المنطلق يهتم التخطيط الاجتماعي أيضاً بإحداث التغيرات الهادفة والمخططة لتطوير المؤسسات الاجتماعية باستخدام التكنولوجيا المتاحة عالمياً ومحلياً.
ثانياً: أهمية الدراسة:
8) الاهتمام العالمي بتكنولوجيا المعلومات وتوظيفها في إحداث التنمية والتطوير في كافة القطاعات.
9) الاهتمام المحلي باستخدام تكنولوجيا المعلومات وتعميمها في جميع المؤسسات.
10) التطور الهائل في تكنولوجيا المعلومات واستخداماتها المتعددة.
11) الدور الحيوي لإدارات التخطيط والمتابعة في المحافظات المختلفة في تحقيق التنمية المستدامة.
12) أهمية التخطيط والمتابعة في تطوير وتحديث الأداء الإداري لمؤسسات الحكم المحلي.
13) اهتمام الخدمة الاجتماعية بتوظيف تكنولوجيا المعلومات في المؤسسات الاجتماعية والاقتصادية.
14) دور التخطيط الاجتماعي في استخدام كافة الإمكانات ومنها تكنولوجيا المعلومات في تحقيق التنمية المحلية في المجتمع.
ثالثاً: أهداف الدراسة:

ه- تحديد المتطلبات المالية لاستخدام تكنولوجيا المعلومات لتحقيق التطوير المالي لإدارة التخطيط والمتابعة بمحافظة سوهاج.
و- تحديد المتطلبات الإدارية لاستخدام تكنولوجيا المعلومات لتحقيق التطوير الإداري لإدارة التخطيط والمتابعة بمحافظة سوهاج.
ز- تحديد المتطلبات التدريبية لاستخدام تكنولوجيا المعلومات لتحقيق التطوير التدريبي لإدارة التخطيط والمتابعة بمحافظة سوهاج.
ح- تحديد المتطلبات البشرية لاستخدام تكنولوجيا المعلومات لتحقيق التطوير البشري لإدارة التخطيط والمتابعة بمحافظة سوهاج.
5) تحديد معوقات استخدام تكنولوجيا المعلومات في تطوير إدارة التخطيط والمتابعة بمحافظة سوهاج.
6) تحديد مقترحات تفعيل استخدام تكنولوجيا المعلومات في تطوير إدارة التخطيط والمتابعة بمحافظة سوهاج.

5) ما المعوقات التي تحول دون استخدام تكنولوجيا المعلومات بالصورة المطلوبة لتطوير إدارة التخطيط والمتابعة بمحافظة سوهاج ؟
6) ما مقترحات تفعيل استخدام تكنولوجيا المعلومات لتطوير وتحسين وتجويد إدارة التخطيط والمتابعة بمحافظة سوهاج ؟
7) ما التصور المقترح لتفعيل استخدام تكنولوجيا المعلومات في تطوير إدارة التخطيط والمتابعة بمحافظة سوهاج؟
سادساً: الإجراءات المنهجية للدراسة:
(1) نوع الدراسة:
تنتمي هذه الدراسة إلى الدراسات الوصفية.
(2) المنهج المستخدم:
اتساقاً مع نوع الدراسة وأهدافها سوف يستخدم الباحث المسح الشامل للعامين بإدارات التخطيط والمتابعة بمحافظة سوهاج, وعينة من الخبراء في مجال تكنولوجيا المعلومات.
(3) أدوات الدراسة:
من أجل تحقيق أهداف الدراسة والإجابة على تساؤلاتها واتساقاً مع منهجيتها سوف تعتمد الدراسة على الأدوات الآتية:
1) استبيان للعاملين والمسئولين بإدارات التخطيط والمتابعة الميدانية بمحافظة سوهاج.
2) مقابلات شبه مقننة مع الخبراء في مجال تكنولوجيا المعلومات.
(4) مجالات الدراسة:
(أ) المجال البشري:
3) المسح الاجتماعي الشامل للعاملين والمسئولين بإدارات التخطيط والمتابعة الميدانية بمحافظة سوهاج, والبالغ عددهم (98) مفردة.
4) عينة من الخبراء في مجال تكنولوجيا المعلومات , والبالغ عددهم (10) خبراء.
(ب) المجال المكاني:
طبقت الدراسة في إدارات التخطيط والمتابعة الميدانية بمحافظة سوهاج.
• أسباب اختيار الباحث لإدارات التخطيط والمتابعة بمحافظة سوهاج:
أ- عمل الباحث بإدارة التخطيط والمتابعة الميدانية بمركز المنشاة بمحافظة سوهاج.
ب- اهتمام المسئولين بالمحافظة بتطوير إدارات التخطيط والمتابعة الميدانية بالمحافظة.
ج- تسهيل المسئولين وتعاونهم إجراءات جمع البيانات الخاصة بالدراسة.
(ج) المجال الزمني:
استغرقت فترة جمع البيانات من الميدان حوالي شهر ونصف ابتداءاً من 16/1/2020 إلي 29/2/2020.
سابعاً: نتائج الدراسة:
توصلت نتائج الدراسة إلي الآتي:
1) جاءت المتطلبات التدريبية في الترتيب الأول بنسبة (95.7%), وجاءت المتطلبات البشرية في الترتيب الثاني بنسبة (88.1%), كما جاءت المتطلبات الإدارية في الترتيب الثالث بنسبة (82.5%), بينما جاءت المتطلبات المالية في الترتيب الرابع والأخير بنسبة (77.8%).
2) جاءت المعوقات المالية في الترتيب الأول بنسبة (80.2%), وجاءت المعوقات التدريبية في الترتيب الثاني بنسبة (70.7%), كما جاءت المعوقات البشرية في الترتيب الثالث بنسبة (67.3%), بينما جاءت المعوقات الإدارية في الترتيب الرابع والأخير بنسبة (59.2%).
3) كما قام الباحث بعمل تصور مقترح لتفعيل استخدام تكنولوجيا المعلومات في تطوير إدارة التخطيط والمتابعة بمحافظة سوهاج .

The main objective of the study is to define requirements for the use of information technology in the development of the Planning and Follow-up Department in Sohag Governorate.
Sub-goals are derived from it:
1) Determine the financial requirements for using information technology to achieve the financial development of the Planning and Follow-up Department in Sohag Governorate.
2) Define the administrative requirements for using information technology to achieve the administrative development of the Planning and Follow-up Department in Sohag Governorate.
3) Define training requirements for using information technology to achieve training development for the Planning and Follow-up Department in Sohag Governorate.
4) Defining the human requirements for using information technology to achieve human development for the Department of Planning and Follow-up in Sohag Governorate.

This study belongs to descriptive and analytical studies.
Methodology used:

In order to achieve the aims of the study and answer its questions and in line with its methodology, the study will rely on the following tools:
1) A questionnaire for workers and officials in the field planning and follow-up departments in Sohag Governorate.
2) Semi-structured interviews with IT experts.

- The human domain:
1) The comprehensive social survey of workers and officials in the field of planning and follow-up departments in Sohag Governorate, which numbered (98) individuals.
2) A sample of (10) experts in the field of information technology.
- Spatial domain:
The study will be applied in the field planning and follow-up departments in Sohag Governorate.
Reasons for the researcher choosing planning and follow-up departments in Sohag Governorate:
1) The researcher worked in the field planning and follow-up department in the facility center in Sohag Governorate.
2) The interest of the governorate officials in developing field planning and follow-up departments in the governorate.
3) Facilitating and cooperating with officials to collect study data.
- Time domain:
It took about a month and a half to collect data from the field, starting from 16/1/2020 to 2/29/2020.
Seventh: Results of the study:
The results of the study reached the following:
1) The training requirements came in the first order by (95.7%), and the human requirements came in the second order by (88.1%), as the administrative requirements came in the third order by (82.5%), while the financial requirements came in the fourth and last order by (77.8%).
2) Financial constraints came in the first order by (80.2%), and training obstacles came in the second order by (70.7%), and human obstacles came in the third order by (67.3%), while administrative obstacles came in the fourth and last order with (59.2%) .
