مSummary of the Study
First: The study problem:
The economic reform that the state pursued in the recent period has caused many problems related to low-income groups in Egypt, which led to a decline in their conditions and poor living conditions, as a result of the spread of poverty in Egypt in general and Upper Egypt in particular, and the presence of a large percentage of families who cannot meet their basic needs and thus asylum For methods that may be harmful to society in addition to the neglect of children in terms of education and health, in addition to a noticeable increase in the numbers of the elderly, the handicapped and those with chronic diseases.
Accordingly, the Ministry of Social Solidarity in Egypt launched a solidarity and dignity program, starting in March 2015, the Egyptian government was keen to provide cash support to Egyptian families under the lower poverty line as a means of social protection for the benefit of families through the first conditional cash support program, which is the ”solidarity and dignity program” that Run by the Ministry of Social Solidarity, it supports the ”Solidarity” Program for the Poorest Families that support children under the age of eighteen, and the ”Dignity” Program supports the poorest groups of the elderly, those with special needs, and orphans.
The Solidarity and Dignity Program is a huge program, and there is a continuous increase in the numbers of applicants and beneficiaries, so the main accreditation was in implementing the program, applying it on the ground, registering applicants and dealing directly with clients, on social workers working in directorates, departments and units of social solidarity, where the Ministry of Social Solidarity began training social workers on a solidarity program And dignity, as they were trained on how to register on tablets, without focusing on the capabilities and skills that a social worker may need in dealing with clients and destinations of the solidarity and dignity Program so that the program can fulfill It meets its multiple goals, so social workers need to build many capabilities and skills to work with a program of solidarity and dignity to reach a level that enables them to achieve the goal of the program and reach the actual target groups, where the capacity-building process is one of the modern mechanisms that the community organizing method uses when it helps its various organs To achieve its goals, in addition to the effectiveness of the method of community organizing as one of the methods of social work, with its technical methods, theoretical directives, strategies and tools in building the capacities of social workers working in the solidarity and dignity program.
Based on the above and what was presented in the theoretical framework of the study problem and the results of previous studies and the results of the position assessment study, the main issue of the study can be clarified in the ”Test the professional intervention program of community organizing method in building the capacities of social workers working in the Solidarity and Dignity Program” by focusing on the following axes.
1. Building the cognitive capacities of social workers working in a solidarity and dignity program.
2. Building the skills for social workers working in a solidarity and dignity program.
3. Building the coordination capacities of social workers working in a solidarity and dignity program.
4. Building administrative capacity for social workers working in a solidarity and dignity program.
5. Building the technological capacities of the social workers working in a solidarity and dignity program.
Second: The importance of the study:
The importance of this study is due to the following: -
1. An increase in the poverty rate in the Egyptian society in general and Upper Egypt in particular, in the governorate of Assiut, where a 2015 statistics show that the general poverty rate in Egypt is estimated at 26.3%, and that the Upper Egypt region is the poorest in the country, with poverty rates ranging between 50 %, And the governorate of Assiut is the poorest in the Republic at all, with the poverty rate in it exceeding 60%. This makes the Solidarity and Dignity Program a necessary requirement for the beginning of dealing with the problem of poverty
2. Social protection plays a major role in reducing poverty and vulnerability, through social transfers and increasing access to basic social services, and providing protection against risks. Therefore, the Solidarity and Dignity Program was one of the mechanisms that the state resorted to start activating social protection for the first categories of care.
3. The rate of poverty, the elderly, and the handicapped increased significantly in recent times, which made the state turn to thinking about programs that guarantee the protection and care of those groups, including the Solidarity and Dignity Program that includes many poor families, the elderly, the handicapped and those with chronic diseases.
4. The program and social solidarity administration and units are implemented through social workers who must work to train and qualify them to reach the desired goal of the program, as capacity building is an important process in the community organizing method and that will help social workers to reach a level commensurate with the objectives of the program and access services to those who deserve it.
5. The implementation of the Solidarity and Dignity Program requires the availability of many capabilities for the social workers working in the program. These capacities can contribute to enriching the process of helping groups, Owed to program assistance, through professional intervention to build these capacities.
6. The method of organizing the community is one of the methods of social work, which can effectively contribute to building the capacities of social workers working in the Solidarity and Dignity Program, which enables them to achieve the goals of the program, and giving them the expertise and skills necessary to work efficiently, through the professional intervention program That’s through the professional intervention program that applied to social workers through the current study.
Third: The objectives of the study:-
The objectives of the current study are in two main goals:
A. Test the professional intervention program of community organizing method in building the capacities of social workers working in the Solidarity and Dignity Program.
This goal is achieved through achieving the following sub-goals:-
1. Test the professional intervention program of community organizing method in building the cognitive capacities of social workers working in the Solidarity and Dignity Program.
2. Test the professional intervention program of community organizing method in building the skillful capacities of social workers working in the Solidarity and Dignity program.
3. Test the professional intervention program of community organizing
method in building the coordinating capacities of social workers working
in the Solidarity and Dignity program.
4. Test the professional intervention program of community organizing method in building the administrative capacities of social workers working in the Solidarity and Dignity Program.
5. Test the professional intervention program of community organizing method in building the technological capacities of social workers working in the Solidarity and Dignity Program.
B. To reach a proposed action plan for professional practice of community organizing method to build the capacities of social workers working in the field of social protection for the primary care groups.
Fourth: The study hypotheses:-
The current study hypotheses are represented in two main hypotheses:-
A. It is expected that there is a statistically significant statistical relationship between the professional intervention of community organizing method and between building the capacities of social workers working in the solidarity and dignity program.
This research hypothesis can be verified by the following sub-hypotheses.
1. There is a statistically significant statistical relationship between the professional intervention of community organizing method and building the cognitive capacities of social workers working in the solidarity and dignity program.
2. There is a statistically significant statistical relationship between the professional intervention of community organizing method and building the skillful capacities of social workers working in the solidarity and dignity program.
3. There is a statistically significant statistical relationship between the professional intervention of community organizing method and building coordination capacities for social workers working in the solidarity and dignity program.
4. There is a statistically significant statistical relationship between the professional intervention of community organizing method and building administrative capacities for social workers working in the solidarity and dignity program.
5. There is a statistically significant statistical relationship between the professional intervention of community organizing method and building technological capacities for social workers working in the solidarity and dignity program.
B. It is expected that there are statistically significant statistically differences between the post and traceability applications with regard to the dimensions of the social workers capacity scale working in the solidarity and dignity program.
This research hypothesis can be verified by the following sub-hypotheses.
1. It is expected that there are statistically significant statistically differences between the post and traceability applications in relation to the dimension of the cognitive capacities of the social workers working in the solidarity and dignity Program.
2. It is expected that there are statistically significant statistically differences between the post and traceability applications in relation to the dimension of the skill capacities of the social workers working in the solidarity and dignity Program.
3. It is expected that there are statistically significant statistical differences between the post and traceability applications in relation to the dimension of the coordination capacities of the social workers working in the solidarity and dignity Program.
4. It is expected that there are statistically significant statistical differences between the post and traceability applications in relation to the dimension of the administrative capacities of the social workers working in the solidarity and dignity Program.
5. It is expected that there are statistically significant statistical differences between the post and traceability applications in relation to the dimension of the technological capacities of the social workers working in the solidarity and dignity Program.
Fifth: Study concepts:-
The concepts of the study are as follows.
1. The concept of professional intervention.
2. The Concept of capacity building.
3. The concept of solidarity and dignity program.
Sixth: The methodological procedures for the study:-
A. Type of study: -
This study belongs to the semi-empirical studies in the social work, which aim to test the relationship between two main variables, the first is the independent variable, which is (variables of the professional intervention program), and the other is continued (building the capacities of social workers working in the solidarity and dignity program). If this study is considered one of the studies of measuring the return of professional intervention in community organizing by relying on a semi-experimental design that is intended to test the effectiveness of the professional intervention program of community organizing method in building the capacities of social workers working in the solidarity and dignity program.
B. Study method:-
This study relied on the semi-experimental approach using one experimental group and performing the pre and post measurement of this experimental group.
C. Study tools: -
1. Questionnaire to conduct a position assessment study.
2. A measure of the capacities of social workers.
3. Professional intervention program to build the capacities of social workers
4. Analyzing the content of the activities of the professional intervention program.
D. Fields of study: -
The fields of study are defined in the following: -
The Spatial domain: The study was applied at the Directorate of Social Affairs, Assiut Governorate.
The human field: The study was applied to an intentional sample of social workers working in the solidarity and Dignity Program in the departments and social units of Assiut Governorate, and they included (30) social workers.
The time domain: The time domain of the study is its theoretical and practical aspects, about two years, from 18 /12 /2017 to 18 /12 /2019, where the period of conducting and applying the stages of the professional intervention program took nine months.
Seventh: The results of the study:-
A. The study demonstrated the validity of the first main hypothesis, it is expected that there is a statistically significant relationship between the professional intervention of community organizing method, and between building the capacities of social workers working in the solidarity and dignity program, as it proved a statistically significant relationship between applying the professional intervention program of community organizing method, and build The capacities of the social workers working in the solidarity and dignity program, and this is evident by the presence of statistically significant differences at the level (0.01) between the mean scores of the experimental group in the pre and post measurements of the total degree on the scale in favor of the post measurement. Calculated value (16.16), This is in light of the validity of the following sub-assumptions.
1. The presence of statistically significant differences at the level of significance (0.01) between the mean scores of the experimental group in the pre and post measurements of the cognitive capacities dimension in favor of the post measurement, where the calculated value reached (12.85).
2. The presence of statistically significant differences at the level of significance (0.01) between the mean scores of the experimental group in the pre and post measurements of the skill capacities dimension in favor of the post measurement, where the calculated value reached (14.25).
3. The presence of statistically significant differences at the level of significance (0.01) between the mean scores of the experimental group in the pre and post measurements of the coordination capacities dimension in favor of the post measurement, where the calculated value reached (14.12).
4. The presence of statistically significant differences at the level of significance (0.01) between the mean scores of the experimental group in the pre and post measurements of the administrative capacities dimension in favor of the post measurement, where the calculated value reached (14.04).
5. The presence of statistically significant differences at the level of significance (0.01) between the mean scores of the experimental group in the pre and post measurements of the technological capacities dimension in favor of the post measurement, where the calculated value reached (14.20).
B. The study demonstrated the incorrectness of the second main hypothesis. It is expected that there are statistically significant differences between the post and traceability applications in relation to the dimensions of the social workers capacity scale working in the solidarity and dignity program. It follows the total score on the scale, where the calculated value reached (0.149), This is in light of the following sub-assumptions.
1. There were no statistically significant differences between the mean scores of the experimental group in the post and traceability measurements of the cognitive capacities dimension, where the calculated value reached (0.176).
2. There were no statistically significant differences between the mean scores of the experimental group in the post and traceability measurements of the skill capacities dimension, as the calculated value reached (0.085).
3. There were no statistically significant differences between the mean scores of the experimental group in the post and traceability measurements of the coordination capacities dimension, as the calculated value reached (0.316).
4. There were no statistically significant differences between the mean scores of the experimental group in the post and traceability measurements of the administrative capacities dimension, as the calculated value reached (0.184).
5. There were no statistically significant differences between the mean scores of the experimental group in the post and traceability measurements of the technological capacities dimension, as the calculated value reached (0.042).
