The level of job satisfaction among employees is one of the most important necessities of human resources management, and through the researcher’s view it is clear that job satisfaction is the most important motivation of employees, which makes them work in comfort in order to achieve the organizational goals of work.Human capital is the most important resource in the administrative process and in all fields. The performance, efficiency and effectiveness of performance depends on the quality of the human element. The contribution and efficiency of the human element is determined not only by its competence and abilities, and by the skills and experience it has. There are several other factors that determine efficiency and effectiveness, the most important being the desire to work.Organizational loyalty is the extent of employee loyalty and willingness to exert maximum efforts and resources to the institution in which he works in order to serve the administrative process and achieve organizational goals.The concept of organizational loyalty in contemporary administrative thought reflects the extent of loyalty, integration and love shown by the individual towards his organization, and the reflection of all this on his acceptance of his goals and policies, his dedication and strong desire to continue his participation in them and his efforts to achieve their goals. Organizational loyalty is a psychological phenomenon that arises from within the individual, and can be observed through the behavior and ethics that it shows in his organization. It is also a social phenomenon represented by the cooperation of members of the group and their concerted efforts to achieve the objectives of their organization
