The role of industrial zones in achieving industrial development in developing countries(Applied study on the Arab Republic of Egypt)Prepared by: Mohamed Ahmed Mohamed Mohamed Elbriear Lecturer Assistant, Department of Economics and Public Finance, Faculty of Commerce, Assiut UniversityThe study dealt with determining the role of industrial zones in achieving industrial development in Egypt. This was made through measuring the impact of these zones on some economic indicators during the period from 2011 to 2017. Moreover, the study identified the main barriers facing these areas and hindering their role in industrial and economic development and finding solutions to activate them. In addition to this more concentration was putted through to the theoretical underpinning of the industrial zones, and its pattern through the descriptive method and analytical method (quantitative / qualitative) and the sample method. The field study was applied to a sample of industrial projects operating in a group of regions. This sample was selected according to a set of criteria.The study main results are: The period from the beginning of 1950 until the end of 2017 witnessed a significant increase in the number of industrial zones in Egypt. This expansion led to lack of interest in the long-term planning of the old industrial zones. This led also to some distortions to the meaning and purpose of these old zones. The distribution and wide spread of these zones is characterized by imbalance both at the level of the provinces, and that the industrial zones in Egypt did not enter all the actual work until the end of 2017. It worth mentioning that the largest proportion of the industrial areas that have entered into effective implementation of incomplete infrastructure, and that there is interest in Egypt significantly increasing the numbers of general Industrial Zones which accommodate various industrial activities.
Moreover, the study concluded that during the period under study, there was a demand from industrial establishments to work within the industrial zones. Industrial production, the volume of invested funds, the size of labor, and the size of wages in industrial establishments in the industrial zones play an important role in achieving industrial development in the Egyptian economy. It was also concluded that there is a great concentration on industrial production, investment funds, labor and wages in 10 industrial zones. These variables are also concentrated in a certain number of industrial sectors operating in these areas.The study analysis reached a positive impact of the work within the industrial zones on the productive efficiency and the marketing efficiency of the projects is limited. Accordingly, the role of the authorities responsible for the industrial zones in providing labor is limited, as well as the low level of incentives and assistance provided to investors. In Egypt, there are many financial, infrastructure and power supply constraints related to the increased operating costs and security constraints.Finally, in order to achieve greater benefit to the Egyptian economy from the existing and future industrial areas, the study recommended the necessity of constant attention to the long-term planning of the industrial zones, the need to expand the establishment of the specialized industrial zones and the necessity of introducing all the industrial zones to the actual work space. Moreover, there is a need to increase the interest to the industrial zones in the Upper Egypt, and a greater need to work on addressing the problem of lack of basic facilities in industrial areas and high prices of land, and the need to activate the policy of one window, and the need to work to achieve an adequate amount of incentives for investors, and the need to create a database on the network. This network should be available on the Internet for all the industrial zones in Egypt includes all information and data. Also, there is a need for creating an organizational entity whose task will be to coordinate between the existing industrial zones, which will be established in the future to achieve integration between them.
