The importance of this study is that it is looking at one of the most important political topics throughout the ages, because it is looking at the style of rule known to humanity from time immemorial and that God inherits the land and from it. In this study, the researcher tries to identify what the Afghani and Kawakibi see as the best way to eliminate tyranny and replace it with the correct rule. How did each judge view this method of judging through his own experience, which sets before us different visions and multiple ways that we can take from them commensurate with our reality and our problems, And enriches human thought at this point. This study highlights the importance of directing efforts to research the heritage of our nation, rich in thought filled with treasures, which must be inspired by the sons of the current generation and develop and take from it commensurate with the times, so that we complete the construction and do not turn in a vicious circle. The importance of this study is that it is a manifestation of the true position of Sharia from authoritarian practices, in a real confrontation between divine legislation and human tyranny, so that this confrontation becomes apparent and we can move forward in the light of these facts. This study aims to identify some of the reasons that led some politicians to take positions described as authoritarian in the manifestation of what the authors of Kawakibi and Afghani related to the characterization of tyranny, and means of the intellectual and psychological despotism. In this study, the curriculum varied according to the course of the research, between the historical approach and the analytical method, then the comparative approach. This study concluded with a conclusion which presented the main findings of this study.
