The issues of university education have received a great deal of attention from researchers, scholars and policy makers, and have taken a prominent place in the political agenda as one of the most important national issues and a vertical reflection of human development in Egypt. This national interest reflected the issues of university education in the speech of political leadership, As well as at the level of many local and international conferences. And with a closer look we note that the general trend to address the issues of education in Egypt has focused on the process of diagnosing the various problems facing the educational process. Many, starting with the teacher and ending with the final director is a student, However, this approach is considered deficient in view of these problems at the internal level and limited to the educational system, which should be completed at a broader and broader level, This can only be done by addressing the issues of education at the level of the policy industry, which is the main source of planning for the objectives of education and the development of appropriate strategies for its development. It goes without saying that many formal and informal actors interact in the policy-making process, Among them - of course the general policy of university education Such as specialized national councils, the Supreme Council of Universities and various ministries, This is in addition to non-governmental organizations and civil society institutions And the People’s Assembly, which has a role in addressing the issues of university education As the official authority representing the will of the citizens, Expressing their demands and the needs of their children who are looking to achieve them through this important sector.
