The study aims to develop a proposed model to regulate the fan groups of Egyptian clubs.The researcher used the descriptive method with the survey method, and he selected the study sample using the intentional way, the number of the sample was 30 individuals, three forms were excluded for not meeting the application conditions and ignoring the research sample, these were the Ministry of Interior (for security reasons), Zamalek Club and Ismaili Club for not responding, the sample also includes popular clubs and the executive administration of the state represented in the Ministry of the Interior, Ministry of Youth and Sports, and Ministry of Social Solidarity, and sports facilities such as Sports Association Stadium and Cairo Stadium Administration, and experts in the fields of sports, management, football and security, bringing the number of members of the sample to 27 individuals. For gathering special data, the researcher designed a questionnaire for setting the proposed model of fan groups, and the most important result was to identify fan groups as made up of normal persons no fewer than 25 individuals, and do not aim to gain financial profits.
