Abstract

6.1 Introduction
This chapter summarizes the main results of this study depending on the data collected from the questionnaire survey. As the project completion on the contract time is an indicator to efficiency, this research studied the delay causes in the construction projects from consultant and contractor point of view.
6.2 Summary
Whenever there occurs a delay in the construction projects, resources are restrained which causes losses to all the project parties (owner, consultant, and contractor).
Delay whether caused by Delay in progress payments by owner or any other reason results into lack of project progress that will normally result into making the project more expensive than envisaged by way of payment to the contractor for owner, So trying to avoid the causes that lead to the project Delays better than treat with these causes of delay during the construction process.
6.3 Conclusion
The main objective of this research which was: Identifying the major factors of delay in construction projects according to contractor and consultant estimations. Develop a model to evaluate the top ten causes of delay in construction projects.
6.3.1 The main causes of delay in construction Projects
Depending on previous researches and from interview of experts, 63 causes were identified under 10 major groups. These factors (causing the delays) have been analyzed using Importance index as a function of frequency index and severity index, and ranked from contractor point of view and from consultant point of view. The 63 delay factors were ranked based on Importance Index and the first ten factors are: Delay in payments by owner, Then Poor site management, Then Lack in qualified labors, Then Difficulties in financing project by contractor, Then Ineffective planning and scheduling of project by contractor, Then Project Location, Then Equipment breakdowns, Then Low productivity level of labors, Then Delay to deliver the site to the contractor by the owner, Then Delay in the project depends on the financial stability of the sub-contractor. The groups also were ranked and it was found that the most significant groups that cause delays are: the contractor, owner, and labour related factor in the first place, followed by consultant, Equipment, sub-contractor, and project related delays.
6.3.2 A model for evaluation the causes of delay
As explained in the previous chapter a model was designed by using C#.net to evaluate the top five factors, which the user will give attention to them to reduce project delay. The model allows user to change the probability if he want.As shown in figure (1), In the first screen the severity index is stored and the user can choose the a proper probability according to his experience or he can use a questionnaire analysis of his own survey and if the user has no idea about the probability of a specified factor he can use the default one. And then in the next screen the final result will be the top ten factors, this screen also has been translated into Arabic in order to give the opportunity to more people who are working in construction industry to use the program.
