Abstract

Introduction: The public services in general suffers from a continuous deterioration for several reasons, the most important of mismanagement, as well as the dramatic increase to construction and randomness, as well as the large increase population growth with slow progress in the management and development of public services, which was supposed to be the growth rate and the increase in the same growth rate and the increase in urbanization and population, sensing techniques and proven remote it’s cheap cost technology and has a large ability to manage public services and distribution of optimal allocation according to the criteria used.
Field of research: the use of data and techniques of remote sensing and GIS and of images of Landsat TM information in 1984 and ETM + in 2002 and 2011 and OLI-TIRS in 2014 and the probability of occurrence of a tornado tsunami In Damietta, as well as account deficit in the educational, religious and architectural services for the city of Damietta ratio. Goals Search: The main objectives of this study is to provide a simple economic model to monitor and calculate the temporal and spatial changes in the coastline from erosion and sedimentation and the work of tourism to the province of Damietta map during the period from 1984 to 2014 as well as the expense ratio of the deficit in the educational, religious and architectural services for the city of Damietta and give the best places distribution These services are taking place to reduce the deficit ratio for 2014. Steps of the study: to access to remote sensing data and of images of Landsat of her official web site (free of charge) and to improve them and analyzed using months visual analysis (ERDAS Imagine ver. 2014) and (ENVI ver. 5.1) and (ArcGIS desktop ver. 10.2) and draw their required data and then to evaluate the criteria used accuracy in tracking the changes in the coastline of the study area changes during the study period and find more areas prone to sinking Hurricane tsunami for the production of a tourist map of the area of making a quantitative analysis of the creeping urbanization of the city of Damietta through statistical formulas and produce maps Special to construction to get the best urban service Loyalty to that landing all types of schools and mosques on the layers of geographic information systems and find a deficit of penetration and the building of schools and mosques in new places is determined by the criteria used to bridge the shortfall in the city of Damietta. Summary of the study: remote sensing technology and geographic information systems provide tools can be less expensive and more accurate and effective for the detection of the shortfall in the public services and find the best solutions to manage properly the management, classification coast line using two criteria (WVWI.NDWI) was more accurate is the standard WVWI and proved study There is a great imbalance in the amount of erosion and sedimentation coastline in the study area, as well as the study found a large deficit in educational and religious services because of poor distribution and management.
