Abstract Scaiable video coding has been an active area for research standardization for at least 20 years, The attractive functionality of scalability is the ability of reconstructing lower quality/resolution videos from partial bit-streams that adapt to various requirements of end users as well as varying network conditions In video coding, rate control algorithm must guarantee that the coded bit stream can be successfully transmitted and make full use of the limited bandwidth. This thesis investigates rate control problem for Scaiable in real-time constant bit rate (CBR) applications with buffer constraints. The main contributions of he proposed work can be grouped into two interrelated aspects. The first aspect examines the problem of rate control for spatial scalability coding of H.264/SVC. Limited prior work deals with the H.264/SVC rate control problem considering the correlation between the base and enhancement layers. However, most of these rate control algorithms suffer from a high computational complexity that grows significantly with the increase in the number of layers. Therefore. They are not suitable practical real-time applications. Even the reference software (Joint Scalable Video Model (JSVM) ) does not support any encoding tools for rate control among spatial layers. |
