The scientific importance of the study lies in handling the topic of development and its relation to the dimensions of the security that represent the corner stone of the history of thought visions of modern relations between the development programs that are controlled by the political decision, the economic security of individuals and the strong relations between the safe and stable continuity of individuals life and the continuity of the state itself even if the study focused on the social dimension of development and security. But this was necessary for handling the main problem where the dimensions of development and security indicators are related to social justice, education, health, housing, over population, birth rates, natural resources and their relation to water, cultivated lands, unemployment and poverty in the shadow of justice, equality and equal opportunities.
