Introduction:
Contemporary global community is witnessing a new and exciting era of human progress as a result of scientific and technological developments, developmental, economic and political potential. That has occurred in recent times, particularly the revolution that occurred in the field of information and communication technology. This caused the doubling of scientific and technological knowledge. Has also been a boom in spectacular in the field of satellite technology and the use of the World Wide Web ”the internet” e-mail and distance education and open universities.
There is no doubt that the search for new forms of education has become a necessity unavoidable to meet the challenges of the times and meet the expectations of communities and individuals in the advanced life. Modern Societies which make civilization and achieve communities development are educated is not a monopoly of knowledge where the elite distinct. But take the masses luck of Science and the arts so that they can ably participate in building a prosperous society, democracy and humanity.
Thus, the Open Learning has become one of the most important types of education, because of its diversity and flexibility. And it provides great potential in space and time. As produced by the chances of building a continuous human personality, knowledge and abilities. Therefore, it has become a part of the process of development and modernization that began covering all aspects of life. It provides the opportunity in front of members of the community to get undergraduate degrees in space and time, depending on these individuals who want to get those grades.
Research problem:
There is no doubt that the Open Learning became contributes to the preparation of graduates who are able to actively participate in the labor market. Then giving confidence to the community in its programs. Considering that it provides fashionably training for workers in various fields. It also reduces the size of the problems facing universities in terms of admission large numbers of students. Not to mention reducing the cost of university education while maintaining the quality of education and training, as well as potential investment of advanced technology in this field such as the Internet, e-mail, video Converse and different knowledge centers. Thus, open higher education provides community with educational opportunities which commensurate with income and material costs less from the traditional university education.
The research problem can be summarized in the next major question
What are the most important problems faced by the Open University education in Kuwait? And how they can be faced by using modern administrative methods?
This mentioned question leads to several sub-questions:
1- What is the most important challenges facing the global community and how their impact on the Kuwaiti society at the present time?
2- What is the conceptual framework of the Open Learning from the perspective of various scientific schools?
3- What are the most important features of the Kuwaiti society at the present time?
4- What is the reality of the Open University education in Kuwait?
5- What is the most important modern administrative methods in the face of the problems of the open university education?
6- What are the main features of the future vision of the Open University education in Kuwait in the light of the lessons learned from some of the successful international experiences?
Research objectives:
The objectives of the current research are as following:
 Identify the most important challenges facing the global community at the present time and how impacts on the Kuwaiti society.
 Identify the most important features of the Kuwaiti society at the present time.
 Identify the most important scientific implications of the Open University education.
 Detection of the most important impediments to the Open University education in Kuwait at the present time.
 Detection of the most important administrative methods that can be used to address the problems of Open University education in Kuwait at the present time.
 Try to gain access to develop a vision for the future from which to promote the Open University education in Kuwait in the light of current circumstances and possibilities. Taking into account the lessons learned from successful international experiences.
The importance of research:
 This research is an attempt of serious attempts to address some of the problems of the Open University education in Kuwait
 Attempt to address these problems by using modern administrative methods.
 One of these methods style of management by objectives , management style by exception, management style agreement , linear programming method , style of decentralization , time management method , style of the total quality and the simplex method.
Research Methodology:
Current research uses descriptive approach in order to achieve its goals and answer its questions. In addition to the comparative approach from which to offer a range of Arab and foreign models in the field of higher open learning.And the use of statistical framework which translates the results of search field.
Research limits
1- Topic limit:
The focus was on the nature of open learning and philosophy, objectives and its importance in addition to other scientific implications relevant to the subject of search.
2- The human limit:
Questionnaires were applied; one came to express a range of opinions based on the conduct of matters of the Arab Open University in Kuwait (of teaching staff and administrators). The second questionnaire to express the views of students in this type of education.
3- Geographical limit:
Study was to focus on the Arab Open University in Kuwait.
4- Time limit:
The time of conducting the study during the years 2012-2013
Search Tools:
1- Field visits:Those are made with some units of the Arab Open University in Kuwait to see the effect of work on the ground and the factors influencing it.
2- Personal interviews: These were with a group of teaching staff, administrators and students of the Arab Open University in Kuwait to get to know the reality of this university and the most important issues facing at the present time. These interviews were open type to reflect each individual for his opinion freely without pressure or restrictions.
3- The questionnaire: This was applied to a group of teaching staff in this university including its various programs that teach. In addition to students and administrators who are groups which represent the parties on the subject of the search.

The research steps
The first step: The general framework of search which included the introduction, the problem, the objectives, the method, limitations and previous studies.
The second step: addressed the theoretical basis upon Open University education from parts of justifications, objectives, features of the functions, features and forms, guidelines, standards, the educational and administrative structure for this type of education, admission requirements, education programs, success factors, and some of its models.
The third step: Addressing the reality of the Arab Open University in Kuwait. Terms of geography and demographic Kuwaiti society and strong and influential cultural factors.
The fourth step: Offer a range of modern administrative methods by which to address the problems of higher education open in Kuwait.
The fifth step: Showing procedures and results of the field study, which included the sample, tool and analysis of the results.
The sixth step: Presenting the future vision of the Open University education in Kuwait, this included the results, recommendations and the proposed conception.
Search Results
A - The results of theoretical framework: including the following
 Use the style of management and central units and the various divisions and departments including reflected negatively on the performance of the work.
 Complete control on the part of the university in determining the numbers admitted each year.
 The absence of renewal or innovation in business administrative departments and the predominance of bureaucracy and routine.
B - The results of field framework: including the following
1- The results of the first questionnaire: This was applied to members of the administrative and academic system:
 Lack of material capabilities available to the University.
 The need for alternatives to increase the resources and potential of the university.
 The negligence of the university administration to the wishes and needs of workers.
 The university administration ignores to establish professional training courses for workers.
 The negligence of the university administration to provide an integrated information system for their employees.
 Investment in the construction of electronic courses.
2- The second questionnaire results: including the following
 Concentration of university goals on profitability.
 The negligence of the university administration to update the electronic courses.
 The neglect of electronic devices.
 Neglecting rehabilitation of faculty members on modern teaching technology.
 The negligence of the university administration teamwork.
 The university administration ignores to establish good social relations with the students.
